        Return base64 Radix64 encoded string from {str}.

encodebin({str})                          Vital.Data.Base64.Radix64.encodebin()
        Return base64 Radix64 encoded string from {str}. {str} is hex encoded
        string figured as bytes.

encodebytes({bytes})                      Vital.Data.Base64.Radix64.encodebytes()
        Return base64 Radix64 encoded string from {bytes}.

        Return decoded string from {str} that's base64 Radix64 encoded.
